Epilogue

If a single thing is worth carrying away, it is not a figure — not the premature deaths, not the excess risk per ten decibels, real as those are. It is a habit of attention. A hazard becomes an object of knowledge on the day it is first measured, and from that day the measure quietly settles what will count. The A-weighted decibel made a mid-frequency world audible and let a low-frequency one disappear; the strategic map made the major road count and the side street vanish; the time-averaged limit made a steady hum compliant and a sleepless night statistically absent. Each instrument bought its clarity with a blind spot, and paid in the same coin.

Noise seldom arrives alone. It reaches people folded into heat, humidity and windows that cannot be closed, and is assessed as though it had arrived by itself. One technical standard certifies a school in open country and one built a few metres from a motorway, unshaded and with its windows open from March to October. The standard was written for the sound, not for the place. On a warm coast, where land prices put public buildings on the sites nobody else wanted, that difference decides whether a lesson can be heard. Compliance becomes a question of where the meter is set down. A reading on the sheltered face of the building can be the only one of the year that meets the limit, while the room successive cohorts pass through is one in which teaching cannot reliably be done. What accumulates there is not lost learning alone but the physiological load of chronic exposure, carried on top of the heat. A risk factor assessed in isolation will be underestimated wherever it does not occur in isolation — and noise, where it most needs counting, almost never does.

None of this is conspiracy. It is the ordinary economy of instruments — to render some things visible at the expense of others, and to let what they cannot register drift, over time, into the class of things for which no one is answerable. The newest sources sit exactly there. The heat pump that decarbonisation leaves on a party wall, and the data centre that computation leaves humming at the edge of town, evade the meter not because anyone built them to, but because the blind spot was already cut and waiting.

What is at stake in such blind spots is not abstract. It is the shift-worker of these opening pages, trying to rest beside the track that is someone else’s infrastructure; the child losing ground quietly at the back of a room no one thought to measure; the resident behind a wall a meter certifies as compliant while sleep will not come. None of it is dramatic on any single night. It accrues instead — in reading scores, in blood pressure, in an evening no longer worth staying out for — until an inconvenience nobody planned has become, for someone, a harm nobody has costed. Planning that starts from the measure will keep missing this; planning that starts from the people the measure was meant to protect can still be careful with money, but it will spend it where a lesson that can be followed, an unbought night’s sleep and a street worth walking after dark are treated as the real goods they are.

So the parting claim is a narrow one, and it holds. To decide what counts as noise is to decide what will be allowed to count as harm from it — and thereby to settle, quietly and in advance, whose sleeplessness, whose fatigue and whose lost attention will register, and whose will not. A room the meter certifies as quiet, while the person in it lies awake, is the standing evidence that there are two quiets, and that governance has so far learned to measure only one. Telling them apart — and refusing to mistake the measured quiet for the liveable one — is the habit these pages were written to leave behind.
